Orissa State Housing Board came into being in the year 1968 as a State Organization. From the time of its formation, its priority is to build up infrastructure based on global standards and modernize the urban as well as rural areas. It has provisions for people belonging to all economic groups but it work specially for the development of rural areas. It has easy loan systems, which the customers can repay by monthly installment payments. So far, Orissa Housing Board has completed construction of 28500 housing societies, encompassing 18 districts of Orissa.
HUDCO executes over the financial matters of many of its housing projects. Orissa state Housing Board has constructed flats, apartments and duplexes in the Capital City of Orissa, Bhubaneswar . In Bhubaneswar itself, it has developed 17,000 houses and along with this, it has constructed residential complexes in growing urban city like Cuttack. It executes its projects keeping in mind the regional facilities like schools, hospitals, parks, shopping complexes and commercial premises. A scheme to provide rental housing solution to Government employees at Bhubaneswar, Sundargarh, Rayagada and Phulbani

Other projects to improve the scenario of housing across the state
In addition to its housing projects in Cities, its housing schemes in rural areas deserves special appreciation. This program is named as Kalinga Kutir project under which 25000 fire proof homes will be constructed by the Orissa Rural Housing Development Corporation Limited.
