The scuffle, which took place because of sealing drives all over the Capital that targeted unauthorized constructions, got culminated after the Master Plan 2021 for Delhi was declared. The Master Plan 2021 Delhi put an end to the skirmish that involved traders all over the Capital. The Union Cabinet made a landmark declaration of undertaking revision of procedure and guidelines pertaining to the regularizing of unauthorized colonies and thus paved the way for regularizing more than 1,500 unauthorized Delhi colonies that had come up during the last 30 years. The Master Plan 2021 has accorded detailed significance to the causes of these illegal and unauthorized structures and is a blueprint for the capital's restructure. After the Cabinet meeting, Urban Development Minister S. Jaipal Reddy updated the reporters that it was imperative to understand the reason and grounds why these colonies had been constructed in the very first place. He reasoned that these colonies had been built up illegally on both government and private agricultural land mainly because of high incidence of migration into the National Capital Territory of Delhi and the imbalance between the pressurizing demand for housing outpacing and the supply of planned housing stock available.
The plan issues intentions to attempt re-densification, redevelopment, and creation of urban extension and thus create space for the urban poor in the capital. The Plan manifests a major policy orientation towards rehabilitation centers as the master plan aims to build homes for elderly, children and other helpless sections of the population.
The Master Plan 2021 for Delhi is oriented to encourage private builders to use the land where slums have been erected. These homebuilders have been instructed to develop it in such a way that some portion of the developed and constructed housing can be designated for the original downtrodden sections. This would be the solution to the problem of slums as new constructions would take place and at the same time, it would ensure adequate housing and re-development of the land. Not just residential set up has been paid cognizance to in the Master Plan but even commercial activity has been discussed.
The Plan allows commercial activity to be carried out in residential areas and spells out the sanctioning of commercial and marketable outlets in industrial areas only if the roads are more than 80 feet wide. The Master Plan has some substantial signpost ingredients in it as it has been formulated keeping the practical picture in mind thus erasing any utopian elements in its formulation. The proposal offers conducive conditions for the growth of important economic activities gearing up in the capital like retail trade, health facilities, pre-primary schools, tuition centers, guesthouses and banks in residential areas'. The "mixed land policy" affirms flexible land use such as allowing banquet halls and lawns to be operational for hosting functions like private and marriage functions in areas like Sainik farms or other private farms, which earlier was forbidden during the sealing drive. Not only flexible land use has been targeted but the plan seemed to have brought back smiles to the traders in Connaught place, Karol Bagh or Chandni Chowk by removing height restrictions which earlier existed.
Thus the Master Plan 2021 which requires the approval of the High Court has also devised penalty, if needed, to be paid in accordance with to the size and location of the colony.
The Master Plan has notified rates for regularizing the tares so to carry out development of the undeveloped land. The colonies have been graded into three types and the rates have been categorized as the following:
- Group I colonies :10% penalty for plot size of 100 sq m
- Group II colonies: No penalty for plot size up to 100 sq and then the rates would go up.
- Group III colonies : no penalty for plot size up to 100 sq m.
The Urban Development Minister stated that the recommendations of the plan to re structure New Delhi would certainly stand legal scrutiny and its ultimate implementation would solve the housing predicament of the urban poor. Thus, it would be worth speculating how the National Capital of India holds its strength to be the hottest destinations for investors. What one can rely on is the infrastructural growth, its good connectivity with most of the cities in India also best connectivity to all international airports. Only the time and proper delegation of the Master Plan 2021 will provide the testimony about the potency of this proactive drive to invest in New Delhi.
