The Master Plan 2021 for Delhi has shown some signs of maturity by assigning much awaited importance to energy crisis. This Master Plan for Delhi has surely brought smiles and a sigh of relief to the environmentalists who had been raising voice regarding the deleterious consequences of irrational exhaustion of the resources. The issues pertaining to renewable energy and water conservation tactics have gained an apex position on the agenda of the Master Plan 2021 and the policy makers have delineated a pathway to meet the infrastructural needs and have attempted to speed up the procedures to undertake the infrastructural formalities and cater to the needs of all re-development projects.
The plan has devised some modern techniques; also what seems interesting is that the recommendations of the Master Plan 2021 are very basic in nature putting them to practice doesn't seem to incur expenses. We find detailed attention diverted to Water Integrated Management to cover crisis-ridden areas like water supply, demarcation of water supply based on its use, conservation of water resources, recycling of water and innovations in water drainage system.
Many innovations have been mentioned in the Master Plan 2021 which highlights the important nuances of Integrated Water Management .The plan proposes to introduce dual pipeline all over the city to tackle the issue of water supply. It advocates doing so in a phased manner by demarcating the pipelines according to their usage. For instance, under the dual pipeline system, potable water i.e. water for drinking will be supplied through a pipeline solely dedicated for this purpose. There would another pipeline will supply recycled water for activities like washing, horticulture and commercial purposes.
The plan pays heed to the balance between the drinking needs and the availability of water resources at the city's disposal. It calls for a detailed synopsis of the application of principles of Integrated Water Management to meet the requirement of Delhi's water supply issue by exploring all the available resources like lakes and reservoirs. Statistically speaking, at present, the drinking water needs of the city are less than the Delhi Jal Board's potable water supply.
The plan observes that the best solution to solve and manage the water supply crisis is to adopt pragmatic strategies which would mark a striking shift from the conventional plans. Water conservation has been assigned prime importance which would be cheaper than augmenting the water supply capacity. The execution of this proposal depends upon unanimity with Delhi Jal Board which has been addressing this issue by proposing that water supply from other states should be accelerated to meet the capital's demands. Thus, in short, it can be reviewed that the Master Plan 2021 aims to make Delhi self-reliant to address the water supply crisis. And like all other proposals .it merit depends upon how efficiently and promptly the recommendations are implemented.
