Delhi Master Plan 2021

  The New Master Plan that was announced on 7th February 2007 by the Central Government serves to be a vision document chalking out propositions under the Delhi Development Act, 1957. The Master Plan put an end to the gory scuffle that followed after the Municipal Corporation of Delhi carried out sealing drive earlier last year. Also it was a result of an extensive effort carried out for


almost three years to meet the challenges of urban development in the National Capital Territory of Delhi and its satellites.


The Master Plan for 2021 identifies diverse issues which have been playing a decisive role in the urban development of the capital. The Master Plan for New Delhi has been conceived taking cognizance of the following factors:

  • Population Explosion: The plan signifies the socio economic dynamics and socio economic factors which have undergone a drastic shift owing to population explosion in the capital mainly because of migration of economically deprived class.

  • Scarcity of Land: The plan has taken notion of the very hard and bitter truth that just like other resources, even Land is depleting day by day and hence any recommendation made in the plan has to direct prudent use of land so that its paucity can be effectively tackled. To serve the purpose built-up accommodation of about 25 sq m area in multi-storied structures is thought to be allotted in place of 18 sq m and 12.5 sq m plots.

  • Allocation of Land: The Delhi New Master Plan makers have laid emphasis on the transport and parking issues in the city. The growing vehicular traffic issue has been addressed by proposing integrated multi-modal transportation system, and initiating various types of vehicular parking.
  • 3 Tier Housing Planning: Housing would be undertaken by following re-densification, redeveloping and creating new housing in urban extensions. By devising the strategy, enhancement of ground coverage would be targeted by altering the higher floor-area-ratio (FAR) and height for all categories of residential plots so to increase available space. Also attention would be provided to the rehabilitation of Elderly, by providing Night Shelters and Hostels.

  • Allocation of basic facilities: The plan has signified proper attention towards basic needs and has ensured that no clashes occur while allocating recourses for shelter, commercial and recreational space, civic amenities and education and health facilities. In order to meet the increased demand of water, sewerage system and power supply, an area of about 10,000 Hectares has been proposed to accommodate sanitary landfills, sewage & water treatment plants and to solve the crisis of power generation & transmission.


  • Preservation and conservation: The plan has assigned much deserved attention to the architectural and archeological heritage by employing adequate measures to preserve them and devise a policy to be used for revenue generation. Also, planting new trees and conserving the present greenery has been one of the highlights. Thus a detailed policy initiative would be taken into consideration.


  • Local governance: The plan identifies the role of local governance bodies and aims to clearly demarcate their areas of operation and jurisdiction.

  • Small scale and informal economic actors: The plan acknowledges the role played by informal service agencies, small enterprises and the unorganized sector of Delhi's market scenario. The new master plan has adopted a lenient approach towards certain industrial areas for commercial purposes. Strategic redevelopment has been permitted. For instance, IT industry has been granted clearance to be operational in the existing industrial area. The fact that almost two lakhs vendors run informal shops, weekly markets, handicrafts bazaars, has been paid attention to.

  • Commissioning modern state-of-the-art techniques: In order to avoid and keep a tab over the construction of unauthorized structures and encroachment over properties, Global Positioning Systems and modern apparatus would be used.
